Public views on the possible retirement or repowering (conversion to natural gas) of the 520-megawatt, coal-fired electricity generation plant in Dunkirk, N.Y., will be heard by the New York State Public Service Commission at this hearing.  Starting at 6 p.m., presentations will be made by officials from National Grid and NRG Energy, Inc., with time for questions from the audience. The public hearing portion will begin at 7 p.m. An administrative law judge will preside over the hearing, and people from the audience will be allowed to testify.  New York State Senator Catharine Young said the Public Service Commission is expected to make its final decision in August or September.
