Minutes of the meeting of February 11, 2002

CHAIRPERSON'S REPORT
Chairperson Nancy Boynton welcomed everyone on behalf of the new exec board and expressed hope for a good year. Announcement of seating changes for Senators to sit in first four rows to make it easier for voting and for counting a quorum. Boynton announce that Dick Reddy has agrred to continue on as Parliamentarian of the Senate. A report on search committee for Dean of Natural and Social Sciences by Mike Grady and the field has been narrowed to five candidates. L. Maheady inquired about the applicant pool by discipline in terms of social sciences and education. Chairperson Boynton provided notes from the retreat on February 2 and the websites for standing committees.
REPORT OF THE PRESIDENT
President Hefner welcomed everyone back and welcomed the new senators. He provided an update on the budget and meeting with the WNY legislative delegation and the possibility of collective bargaining money. Tuition is a dead issue for this year. The President invited all to visit the natatorium. He also discussed the activities of the enrollment management plan. The numbers are good up 17% from last year with 8000 total applications. The early retirement incentive has not gone through. Mac Nelson said there may be positive on this matter from talking to President of UUP.
REPORT OF THE VPAA
Mae Reck discussed the faculty opinion survey which was attached. The Human Subjects Committee was waiting for certain things to be addressed in writing in terms of the intrusiveness of the survey. Calarco assured all that it it will be conducted with integrity.
Jack Croxton about CCC Assessment - The general Education Plan has been submitted to Albany. Report has been given to Deans/Chairs. Instruments of assessment are going forward phased in over 3 years. Data will be collected on 37 indicators and the results will be reported.
N. Boynton adds that Ray Belliotti says thanks to all involved.
Roger Byrne provided an update on faculty searches, with several reaching the final stages and some going back to the pool. He expressed his thanks to the Search Committees.
School of Business update - Jim Hurtgen
A proposal has been submitted. The rationale was once again given as ability to name the school with money, will help applicants and enhance value of degree, will help faculty recruitment, and curricular innovation.
Randy Gadikian - Library Advisory Committee - discussion of assessment, collection development, resources, funding, and inflation on the Library budget.
Mae Reck talked about the recommendations for program deletion which were forwarded to Academic Affairs.
UNIVERSITY FACULTY SENATOR - Melinda Karnes
Reported on the Winter Plenary at SUNY Binghampton and the attempts to pass a rational tuition policy resolution. A resolution was passed in a watered down version (attached). The prediction was that a 850-900 dollar hike in tuition will take place in the next several years. Karnes also will deal with the problems of unfunded mandates on teacher accredidation and will be on a task force to investigate the issue.
STANDING COMMITTEE REPORTS
Graduate Council - Len Faulk presented the proposal for the MS in Accounting (attached). There were questions in terms of enrollment estimate which seemed modest (Reddy) and Faulk replied that it would increase after 2008. Schwabe asked about combination grad/undergrad courses. Maheady questioned how we can create a new program when we do not fill fully current ones such as Education. Telly replied that it was necessary. Mills-Courts also questioned resources and concerns about adding a program at this time.
The motion was approved with 22 ayes, 1 opposed, 10 abstentions.
