The Fredonia Migrant Education Outreach Program (MEOP) has aided migrant families since 1971 when it was first developed and funded to provide summer services to migrant students. The Fredonia MEOP is known as the "grandfather" of MEOP in New York State and provides educational services to migrant students and their families in Chautauqua, Cattaraugus and Erie counties.

Preschool education, in-school tutoring, enrichment activities, school year intervention strategies, ESL and GED classes, family literacy services, summer services, strategies for out of school youth are utilized. A supplemental program, the Experanza Homeless Outreach Plus Education, provides extra services for migrant students whose families become homeless.

MEOP additionally documents educational and health services offered to families. It also coordinates with medical, social services agencies, supports youth in their transition to employment; and coordinates with other migrant-serving agencies.
