What is a Revocable Permit?
A Revocable Permit is a written agreement that grants an outside individual or organization temporary use of SUNY property or facilities. Unlike a lease, it does not transfer any property rights — the campus retains full control, and the permit can be revoked at any time.
Revocable Permits are commonly used for:
- Community organizations hosting events on campus.
- Vendors providing services or access on SUNY property.
- Temporary use of facilities by outside groups (e.g., gym, performance space, classrooms).
- Access to SUNY land for utilities, construction staging, or similar purposes.
Key Features
- Temporary & Non-Exclusive: The permit does not grant ownership or tenancy rights.
- Revocable: SUNY may terminate the permit at any time, with or without cause.
- Compliance Required: The permit holder must follow all SUNY policies and applicable state laws.
- Insurance: Most permits require proof of insurance and may include indemnification language.
- Fees: Depending on the use, a rental fee or cost recovery may apply.
When is a Revocable Permit Required?
A Revocable Permit is required whenever a non-SUNY party wishes to use SUNY property or facilities for activities not directly related to SUNY’s academic mission.
Examples include:
- Local groups renting athletic fields.
- Nonprofits hosting community programs on campus.
- Utility companies needing access to campus land.
Revocable Permit Procedures
Any campus department allowing any outside group(s) to utilize campus facilities must adhere
to the following procedures to obtain a revocable permit:
- The department must secure approval for the event from their division.
- The department must secure approval from all other affected department(s)
i.e. Campus Life, Residence Life, Faculty Student Association. Approval must also be
obtained from Athletics, RAC, School of Music etc. (if the event will take place in one of
their facilities). - Once approval has been obtained by the division and other affected campus
departments, the department must obtain a Revocable Permit from the Director of
University Services. Revocable Permits can also be downloaded from the University
Services website HERE. - The department must complete the Revocable Permit, signed by the Official
Representative of Permittee and return to the Director of University Services for
signature and approval. - The department must assure that the Revocable Permit has been approved by the
Director of University Services and a COI has been received from the Permittee before moving forward with the event.
Submit a Request
- Complete the Revocable Permit Form and email it to University Services: univserv@fredonia.edu
Provide Key Details
- Name and contact information of the external party.
- Description of the activity or event.
- Dates and location requested.
- Proof of insurance (if required).
Review and Approval
- The Office of Contracts prepares the Revocable Permit using SUNY’s standard template.
- The request is reviewed for compliance and appropriate approvals.
- Only authorized SUNY officials may sign the permit.
Processing Timeline
- Standard processing: 2–4 weeks (longer if insurance or legal negotiations are required).
- Requests should be submitted well in advance of the planned activity.
Important Notes
- No outside party may use SUNY property without a fully executed Revocable Permit.
- Permit holders may be charged for damages, clean-up, or non-compliance.
- Revocable Permits are not substitutes for leases or long-term agreements.
