Hall Council

Hall Council is a governing body of residents that live in the building. Hall Council supports the RA staff with promoting programming and community building in the hall. Hall Council advocates for the hall and residents with voicing concerns, ideas, and providing access to opportunities for development. 

  • When checking into your building during Move-In and paying your hall dues, there will be a station for Hall Council information and how to petition for a Hall Council eboard position
  • Once an eboard is formed, Hall Council meeting times will be available for all residents to attend
  • Regardless if you have a position on the eboard, we highly encourage you to stay involved and connected with your building
  • All residents wanting a Hall Council position must petition within their hall

    • This includes receiving a 25 signatures from your hall to be eligible in the nomination/voting process

    • Completed Petitions must be submitted to the RD

    • All nominees will attend the Meet the Candidates Session prior to voting

    • Flyers may go up during the petition and voting process

  • The timeline and dates are below for completing petition signatures, the meet the candidate session, and for voting

  • IMPORTANT: Hall Council Presidents also attend RHA Meetings

 

 

  • Thursday, August 19 - Residence Hall Move In - New Students

  • Saturday, August 21 - Residence Hall Move In - Returning Students

    • Hall Council Petition Begins during Move-In & ends Sunday, August 29

      • Completed Petitions (25 signatures) submitted to RD by Sunday, August 29

      • Meet the Candidates Session Monday, August 30th @7:30pm for each hall

  • Monday, August 30 - Friday, September 3 - Hall Council Elections

    • SUGGESTION: First Hall Council Meeting occurs the following week

  • Sunday, September 5th @ 5pm - First RHA Gathering (for Hall Council Presidents)

  • Any resident that paid hall dues are official members of Hall Council

  • Hall Council members have the opportunity to share ideas, concerns, and changes they would like to see in the hall

  • Hall Council members have voting rights for all public decisions within the hall

  • Hall Council members may attend all social activities hosted by Hall Council

  • Hall Council members benefit from gaining new relationships and connections with their fellow residents

  • Hall Council members have full access to all Hall Council provided amenities which may include: pots/pans, hall vacuum, gaming equipment, board games, and all programs & activities planned by the Hall Council and the RA's.

 

A.President

  1. Is responsible for attending RHA meetings
  2. Is required to hold a general body meeting that the hall is invited to at least once a month that is separate from an eboard meeting
  3. Is the official spokesperson for the Hall Council
  4. Is responsible for the following at meetings:
    1. Preparing the agenda before each meeting
    2. Facilitating the meeting, which includes maintaining order and flow
    3. Keeping everyone focused on the topic being discussed
    4. Acting as a mediator when necessary
    5. Making final decisions in the case of a tie vote by Hall Council members
    6. Is responsible for keeping the RD and RA liaison informed of all upcoming events and the progress of committees
    7. Can establish committees 

B.     Vice-President

  1. Takes over for the President in their absence
  2. Is responsible for keeping RAs informed of upcoming hall and campus events, so that lobby calendar is accurate
  3. Completes a program evaluation similar to an RA program
  4. Can be assigned other responsibilities by the President
  5. (Optional): Attend WHOA (Weekend Hang Out Activities) Committee Meetings and events to promote campus activities, at the discretion of the buildings Resident Director
  6. Attend any mandatory training sponsored by RHA with discretion from RHA, Hall Council President, RA Liaison, and RD.

  C.    Secretary

  1. Shall record minutes at all Hall Council meetings and will make them available to any member upon request
  2. Shall keep weekly records of attendance at Hall Council meetings
  3. Is responsible for notifying all Hall Council members of the location and time of meetings
  4. Responsible for uploading fliers and notifications through their halls social media and Google Drive (or other source) unless a Social Chair is present on Hall Council
  5. Must handle all formal correspondence from Hall Council, including thank you notes to guest speakers, memos, and proposals, sending out surveys, feedback forms, etc.
  6. Attend any mandatory training sponsored by RHA with discretion from RHA, Hall Council President, RA Liaison, and RD.

D.    Treasurer

  1. Is responsible for weekly treasury reports at general meetings, including:
    1. Statement of amount spent on last program
    2. Statement of bills paid and unpaid
    3. Amount of funds available
  2. Is responsible for keeping an accurate record of funds in the ledger
  3. In conjunction with advisor, develops budget detailing how funds should be spent throughout the year
  4. Attend any mandatory trainings sponsored by RHA with discretion from RHA, Hall Council President, RA Liaison, and RD.

E.     Diversity and Inclusion Chair

  1. An optional position based on the number of Hall Council members.
  2. Shall promote and conduct diversity and inclusion promotes for Hall Council.
  3. Will be in contact with RHA’s Vice President of DEI.
  4. May lead a Diversity and Inclusion Committee based on need within the hall.
  5. Attend any mandatory trainings sponsored by RHA with discretion from RHA, Hall Council President, RA Liaison, and RD.

  F.    Social Chair

  1. An optional position based on the number of Hall Council members.
  2. Shall publicize Hall Council meetings and hall events by utilizing all appropriate social media used by the Hall Council
  3. Shall be responsible for the Hall Council board or a different board at the discretion of the RD
  4. Shall create flyers for Hall Council programs
  5. Is responsible for sending flyers to the RA Liaison and RD to be sent out to the hall
  6. Shall fill in as secretary if the secretary is absent during a meeting
  7. Attend any mandatory trainings sponsored by RHA with discretion from RHA, Hall Council President, RA Liaison, and RD.

 

Hall council is a recommended opportunity for developing necessary skills and connections for the RA position. Hall Council eboard positions are available every academic year and all residents that pay hall dues are able to participate in General Body Meetings and events. We suggest getting involved in your building and further promoting the community in your hall.
